All vendors in the NeighCon Vendor Hall must follow convention rules as well as all local, state, and federal laws. Vendors are also required to comply with the NeighCon Code of Conduct and the policies outlined in this document. Vendors and artists must follow all reasonable instructions from NeighCon staff. Behavior that is deemed to be dangerous to any persons or property is strictly prohibited. A valid government-issued photo ID is required for check-in and sales. Only individuals 18 years of age or older may vend at the convention.
Vendors are solely responsible for understanding and complying with all federal, state, and local tax requirements, including collecting and remitting applicable taxes to Baltimore Maryland. Harmonic Ventures, Inc. is not liable for any unpaid taxes or violations. For details, consult the Maryland Comptroller ( marylandcomptroller.gov ).
Vendors selling mature or adult content must ensure that such materials are not visible to, sold to, or accessed by anyone under 18. Any violation of this rule will result in immediate removal from the vendor halls, termination of vending privileges, and no refund. Adult or mature content is not permitted for sale in the general vendor hall. NeighCon staff will make the final determination of what qualifies as adult or mature content. Vendors selling adult or mature merchandise must provide discreet packaging (e.g., folders, opaque bags). The sale of counterfeit, pirated, or unlicensed goods is strictly prohibited. This includes items such as unlicensed plush toys or products using another person’s work without full permission. No media containing ai generated material may be sold. Food and beverages sold in a “ready-to-eat” form (such as bread, candy, or cookies) are prohibited by the venue. Prepackaged items not ready for immediate consumption (e.g., coffee grounds, seasoning, cake mixes) are permitted. Failure to comply with takedown requests from NeighCon staff may result in eviction, with or without refund. For clarification on what qualifies as mature content, contact vendor@neighcon.net .
Any auction, contest, or raffle must comply with the laws of Baltimore City and the State of Maryland. Vendors are responsible for ensuring legal compliance and providing proof if requested. If proof is not available, or if NeighCon staff determines the activity is disruptive or inappropriate, the vendor will be required to stop. Harmonic Ventures, Inc. does not authorize such activities, and violations may result in removal from the vendor hall and loss of vending privileges.
Vendors and artists will be granted early entry to the vendor hall. Badges must be obtained before setup begins. All vendors and assistants will receive a badge and identifier (such as a ribbon, sticker, or backer) to show their vendor status, which must be displayed at all times. Badge sharing is strictly prohibited; each vendor and assistant must have their own badge and identifier. Vendor hall tables do not include convention registration. All vendors and assistants must have a valid convention badge to enter convention vendor halls. Tables provided are standard 6x2 feet.
Each purchased table is assigned to a single vendor or artist and cannot be transferred. If you must cancel, contact vendor@neighcon.net immediately. Refunds will be considered on a case-by-case basis.
Table sharing is only allowed with prior approval. To share, you must either submit a joint application or request approval by emailing vendor@neighcon.org. Approval is granted on a case-by-case basis. Vendors found sharing with unapproved individuals may be removed from the vendor hall without notice or refund.
Vendors who do not check in by the close of the vendor hall on Friday evening will forfeit their table. Forfeited tables cannot be reclaimed, and no credit or refund will be issued.
Table signage must match the business name listed on the table registration. If a different name is displayed, signage will be removed. Complimentary signage will be provided and may be used or replaced at the vendor’s discretion. Vendors may not move or alter NeighCon signage. There are no specific height restrictions for displays, except that they must not touch the ceiling. All display structures must be safe and stable. Any structure deemed unsafe, disruptive, or obstructive (light, space, or emergency traffic flow) must be removed at the request of NeighCon staff. If you plan to bring additional tables or large structures, contact vendor@neighcon.org in advance.
Loud music, videos, or other disruptive noise will not be permitted. If staff determine sound from a table is disruptive, the vendor must reduce the volume or turn it off. Continued violations may result in removal and revocation of vending privileges.
Harmonic Ventures, Inc. is not responsible for theft, loss, or damage to vendor property or persons. Although staff will take reasonable precautions, vendors remain responsible for safeguarding valuables. Cash and small high-value items should be removed when the hall is closed. Vendors authorize Harmonic Ventures, Inc. staff to investigate suspected theft on their behalf, though compensation or recovery of items cannot be guaranteed. Damage to hotel property is prohibited. Vendors causing damage may be held legally and financially liable.
Any use or sale of Harmonic Ventures, Inc. logos, mascots, or branding requires prior written permission from the Board of Directors.
By vending at NeighCon, you agree to indemnify, defend, and hold harmless Harmonic Ventures, Inc. from any and all claims, damages, losses, liabilities, legal actions, costs, or expenses (including attorney fees) resulting from your actions, omissions, or negligence, including injuries to yourself, your staff, or customers. You also agree to indemnify and hold harmless the Lord Baltimore Hotel and its agents from any liability related to the transportation, setup, display, or removal of exhibits.
The Head of Exhibitor Relations and the Chief Executive Pony have final authority on all rulings, interpretations, and enforcement of these policies. Harmonic Ventures, Inc. reserves the right to update or modify these policies at any time, with or without notice. Efforts will be made to inform vendors of changes, but notice cannot be guaranteed.
By purchasing and paying for exhibitor space, you agree to follow all policies and codes of conduct outlined in this document. This policy serves as a binding contract between the vendor and the convention. Failure to comply may result in removal from the vendor hall, the convention, and loss of vending privileges without refund.
